| 摘要: | 修憲後立法委員選制採行單一選區制，因此如何進行選區劃分成為一項重要議題。選區劃分效應除表現在政治、社會及經濟等方面外，對於城鄉發展更具有舉足輕重的影響力。本研究主要的目的在於探究彰化縣選區劃分與城鄉發展之關係，發現選區劃分將造成城鎮的多中心競爭，凸顯城鄉發展的重要性，但亦有可能因激烈競爭而導致城鄉差距的可能性，故本研究認為選區劃分應立於都會治理觀點考量選區劃分，建構多中心城鄉分工體系，建立區域論壇並強化民眾參與機制，藉此形塑城鄉良善的互動並創造永續發展良機。
The legislative members’ single precinct system be adopted after amending constitution, so
how to divide precinct becomes an important issue. Precinct-dividing will cause the effect in
politics, society and economy, and have a very important influence in developing the urban and
rural areas.
This main purpose of research lies in that probing relations between the precinct-dividing of
Changhua county and development in urban and rural areas. The precinct-dividing highlights the
importance of urban-rural development and stresses the causes of urban-rural development gap.
Therefore, the study put forward to some suggestions, including re-adjusting administrative
division, reviewing the number of legislators and planning reasonable precinct-dividing. By
doing so, it is possible that building urban-rural governance mechanism serves as high-quality
interactions between cities and countries. |
