Title:	我國專科教育經濟效益之研究 The Study of Economic Effects for Junior College Education

Abstract:	本研究之目的旨在透過教育、環境、個別人口及工作經驗等諸多變數，以了解專科畢業生在勞動參與率及月薪資所得兩方面的表現，藉以探討專科教育的經濟效益。本研究採用行政院主處所收錄的「民國八十五與八十九年中華民國台灣地區人力運用調查資料」進行分析。其分析對象為20-30 歲之擁有高中、高職或專科教育學歷者。在民國八十五年與民國八十九年的分析樣本數中，勞動參與率模型計有7,683 人與7,714人。月薪資所得模型則計有5,730 人與5,801人。而經由採用Logistic 多元迴歸法分析勞動參與率的模型及OLS 迴歸法分析月薪資所得模型後，我們主要的結論是專科畢業生的勞動參與率顯著低於高中畢業生；然而，這主要是發生在農專、工專及商專等畢業生的身上。另外，專科畢業生的月薪資所得均顯著高於高中畢業生。整體而言，專科教育薪資所得效益仍高，且多發生在女性商專、工專、及醫護專畢業生的身上，但其勞動參與率的情形仍欠理想。因此我們建議：在專科教育對於個人及社會仍有其經濟價值之時，不宜完全廢止或大量縮減商專、工專、及醫護專等三類科系，宜朝特色、重點及多元化方向，來發展與提昇專科教育。 The data of this study is from an islandwide labor utilization survey in the year of 1996 and 2000 conducted by the Office of the Direcotorate-General of Budget, Accounting and Statistics (ODGBAS), Executive Yuan. Employing the methods of logistic regression and OLS regression to analyze our data, we found that 20-30 years old junior college graduates significantly earned more than general high school graduates monthly. Especially, it happened on female graduates of business, industrial, and medical junior college. Besides, we also found that 20-30 years old junior college graduates participated in the labor market significantly less than general high school graduates. According to the above findings, we concluded that the economic effect of junior college is still sound. We have made four concrete recommendations on the development of junior college education in Taiwan.
