Title: Competency Index Construction for Employee of Intellectual Property Technology Service Industry
建構智慧財產技術服務業從業人員能力指標之研究

Abstract: The purpose of this study is to investigate the employees' competency needs for the Intellectual Property Technology Service Industry (IPTSI), which is one of the new and important strategic industries in the policy of the R.O.C. government. The competency indices and the weights are constructed by in-depth interviewing the industry experts and administrating the competency questionnaires, which are developed with the application of Analytic Hierarchy Process (AHP), to thirty-four employees. The important findings of this study are concluded as follows. 1. The employees' competency index of IPTSI consists of three dimensions, which are professional competency, basic competency, and personality, and twenty-two sub-indices. The relative importance of the three dimensions is ranked from high to low in the order of professional competency, basic competency, and personality. 2. The important needs of human resource for IPTSI include IP technician and IP manager. Since the relative importance of each competency index varies with the tasks, the weight of the competency index for IP technician is different from that for IP manager. The results of this study provide a useful point of reference for industry human resource cultivation.
本研究旨在針對政府的「新興重要策略性產業」之「智慧財產技術服務業」從業人員所需之能力進行調查,採產業專家深度訪談及從業人員問卷調查,建構我國智慧財產技術服務業之能力指標與權重。樣本選自此產業從業人員共34位,根據層級程序分析法發展問卷並進行實證研究。研究結果顯示:1.該產業從業人員能力指標包括三大構面及二十二項次指標。其中,「專業知能」構面最受重視,「基本能力」構面次之,最後為「人格特質」。2.該產業需求之重點人才包括「智財技術人員」與「智財管理人員」,產業界所重視之能力指標,因這兩類人才擔任職務之不同,而有所不同。本研究結果可作為此產業人才培訓之參考。
