Abstract:	本文旨在探討安全管理系統所包含的要素及其應具備的特性。基於社會系統理論的啟示，安全管理系統可以包括安全領導、安全文化（或氣候）及安全績效等三個變項。尤其安全文化是整個系統的核心，安全文化對於安全績效具有直接影響的效果，而安全領導只能間接影響安全績效。
