Abstract:	本文係以台灣地區21個縣市已辦過『土地使用部門』之策略為素材，分別就內容向度、空間向度、因過向度、時間向度等予以解析，得知縣市目前所研擬的土地使用策略有下列頗值得省思之處：缺乏著力點、權責不清、因果不清、自相矛盾、開創不足、未能取捨、分崩離析、資源盲家等。由本文對縣市土地使用策略之解析與省思，再反觀空間規劃教育之養成過程中，『策略』所占的角色與地位，也就不難理解出問題之癥結所在，其應努力之方向也就呼之欲出了。 The paper obtained material from the land use strategies of the county development plan. It anlyzed the strategies from the spatial-, content-, causes-, and time-dimension in order for the useful land use plan to develop.
