| 摘要: | 環視國內土地規畫相關系所，在已開設的課程名稱與內容裡，絲毫看不出與感受到一絲絲『土地倫理』的字眼與氛圍。也難怪常常在許多開發計畫的審議或保護區的劃設，出現『鳥重要？還是人重要？』、『區段徵收？還是市地重劃？』、『經濟依歸？還是生態依歸？』等等爭議，究其主因在於現有規劃養成教育中僅止於『技術層面』的教導，欠缺『土地倫理』關鍵的灌輸，以及一套可資遵循的土地倫理規劃策略。有鑑於此，本文從土地規劃的『程序』（倫理面&現實面）為切入向度，採用問卷郵寄調查的方式，以土地規劃品質之決策者為調查對象，比較研究之結果，以作為爾後規劃養成教育中『土地倫理』規劃準則設計之參酌。
This paper investigates the policy-maker of the land use planning for the land ethics, and the results are as follows:
1. Land ethics have its special qualities.
2. Land ethics advocates the ecology, education and culture.
3. Land use purpose the peaceful coexistence with two-sides.
4. Ethic of the land planning accords the ecological capacity. The Land planning accords the policies and the lawsin reality.
5. There is a great gap between ethics and practice in the land use planning.
6. Implement of the land ethics is the responsibility of the society and the urban planner.
7. Promotion of the land ethics are the schooling and the laws.
8. There is a great blind spot in the ethics-education of the urban planner. |
