Abstract: 本研究旨在探討苗栗縣國民小學教育人員與學生家長對教科書選用之意見。採用問卷調查法;研究樣本為苗栗縣655位教育人員及730位學生家長,研究工具包括「苗栗縣國民小學教科書選用調查問卷(教育人員版)」及「苗栗縣國民小學教科書選用調查問卷(學生家長版)」等;以描述統計、卡方考驗、t考驗、及單因子變異數等統計方法分析量化資料。
本研究之結論如下:
一、苗栗縣國小採用的教科書多集中在規模較大出版商的版本。
二、苗栗縣國小教科書選用權限逐漸下放。
三、影響苗栗縣國小選用教科書的因素複雜。
四、教科書開放選用有助於提昇學校的自主性及帶動研究風氣。
五、苗栗縣國小教育人員對於教科書開放審定制的評價高於家長。
六、背景因素影響苗栗縣國小教育人員及家長知覺的教科書選用現況。
七、苗栗縣國小教育人員及家長知覺的教科書選用有其面臨的問題。
八、背景變項影響苗栗縣國小教育人員及家長知覺的教科書選用問題。
九、苗栗縣國小教育人員及家長均認為教科書選用需有配套措施。
十、背景變項影響苗栗縣國小教育人員及家長對於教科書選用所需配套措施的意見
十一、苗栗縣國小教育人員與家長對於理想的教科書編輯制度、選用層級、選用成員、選用家長代表、選用產生模式、使用年限之意見不同。

The purpose of this study was to investigate the perceptions and opinions of elementary school educators and parents on textbook selection in Miaoli County. A sample of 655 educators and 730 parents was selected by the two-stage sampling method. Quantitative data were analyzed by descriptive statistics, t-test, Chi-square test, and one-way ANOVA.
The results of this study revealed that elementary school textbooks selected were mainly published by the major publishers. The power of selecting textbooks were decentralized. Textbook selection was affected by multiple factors. The textbook selection policy increased each individual school’s professional autonomy, but it faced some problems. Moreover, the educators and parents owned different opinions on the ideal system of textbook selection. Finally, the background variables affected significantly the educators and parents’ perceptions and opinions on textbook selection .
