摘要: 摘要

本研究旨在瞭解國民中學不適任教師之現況,探討不適任教師之評定標準及評定方式,並以研究者自編「國民中學不適任教師評定標準、現況調查、評定方式問卷」為工具,採分層隨機抽樣方式選取中部五縣市56所公立學校進行抽樣調查;共計獲得學生家長有效問卷329份,學校教師及行政人員有效問卷578份,國中校長有效問卷24份,教育行政人員有效問卷37份。所得資料經統計分析,獲得以下結論:
一、學校行政人員及教師,皆認為不適任教師對學校行政運作、教學活動、學生學習成效、同仁間人際關係及傷害學生受教權益有嚴重影響;並認為在學校層面處理不適任教師問題是合適的。
二、不同性別、年齡、學歷及學校規模之學校行政人員及教師,對不適任教師之現況的瞭解並無差異;但不同身分、服務年資及服務學校位置之學校行政人員及教師,則對不適任教師現況之瞭解有所不同。
三、國中學生家長、學校人員、國中校長和主管教育行政人員,對不適任教師評定標準之五個層面,皆持「高度同意」之看法。
四、不同背景變項之國中學生家長、學校人員、國中校長和主管教育行政人員,對不適任教師評定標準,則有部分不同意見。
五、學校人員及國中校長和主管教育行政人員,對不適任教師評定方式之評定人員,皆認為應籌組「專案小組」來評定,三者亦都認為不應由「學生家長」和「教師自我量表」來評定;但不同背景變項之學校人員、國中校長、和主管教育行政人員之間,則有部分不同意見。
六、學校人員、國中校長、和主管教育行政人員,對不適任教師評定方式之評定期限,皆同意「每一年評定一次」之作法。
七、學校人員、國中校長、和主管教育行政人員,對不適任教師評定方式中,有關提出評定人員之推選,皆同意由「學校教評會」來主其事。
根據上述研究結論,本研究提出以下幾點建議:
一、 對教育行政機關之建議:1. 修改相關法令建立不適任教師評定機制;2. 增訂不適任教師評定標準以補現行法令之不足;3. 訂定不適任教師評定年限;4. 建立一套合宜退場機制,優先讓不適任教師退休或資遣;5. 建立學校處理不適任教師模式。
二、 對國民中學及校長之建議:1. 促進教師專業成長減緩不適任教師發生;2. 建立暢通的申訴管道。

A Study on Constructing the Evaluation Indicators for Screening Out Unqualified Teachers of Public Junior High Schools

Abstract
The purposes of this study were to explore the unqualified teachers existed in junior high schools (JHS) and to develop the evaluation indicators in Taiwan. A self-administered questionnaire titled “Evaluation Indicators for Unqualified Teacher” was used as research instrument. A stratified randomly sampling technique was employed. A total of 578 of teachers, 329 students, 24 school principals, and 37 educational administrators in 56 JHS in central Taiwan were sampled as research subjects. After questionnaires were collected, statistics methods such as descriptive statistics, t-test, one-way ANOVA, Pearson's product-moment correlation were used to analyze the research data.
Conclusions of this study are as follows: 1. The school administrators and teachers agree that unqualified teacher would influence school manipulation, teaching action, students’ academic, interpersonal relationship and students’ study. 2. Respondents show different perceptions on unqualified teacher present due to the differences of sex, age, educational background and scale of school. 3. Student’s folks, school administrators and teachers, principal of JHS and educational administrators all agree these unqualified teachers’ evaluation indicators. 4. There are significant relationships existed among student’s folks, school administrators and teachers, principals of JHS and educational administrators for the unqualified teachers evaluation indicators. 5. The attitude toward the unqualified teachers’ evaluation from school administrators and teachers, principals of JHS, and educational administrators are to evaluate once a year; and, the evaluators should be elected by a special committee affiliated to the teacher organization. Suggestions based on the above conclusions are proposed to the educational administration agencies, the JHS, teachers, and future studies.
