Abstract:	隨著全球化時代來臨以及城市化現象的加速發展，區域政府的概念逐漸受到重視，由於區域力量的興起，地方治理法制也有重新調整的必要，為強化區域治理的精神以及落實區域政府的競爭力，實有賴儘速建立堅實的地方治理法制基石。本文主要的目的在於探索區域政府的概念及其與我國地方治理法制發展間的關係。首先，說明區域及其產生的緣由背景；其次，闡述區域政府的意義、功能與可能型態；第三，探討現行法制下有關區域政府之相關法源與規範；最後，試圖構思區域政府在法制上的制度設計與主要內涵並討論區域政府概念對地方法制體系所可能牽動的效應。 With prompt developments of globalization and urbanization, we gradually pay much attention to the conception of regional government. Due to the arising of regional powers, it is necessary to reframe the local governance legislation. In order to strengthen regional governance and local competition, we should build up the firm and solid local governance legal systems in Taiwan. The essay focuses on discussing the concept of regional government and the relation between regional government and local governance legislation. Firstly, the meanings and causes about regional government will be described. Secondly, the meanings, functions and types about regional government will also be illustrated. Thirdly, the current laws and rules about regional government will be showed. Finally, the conceiving institutional design and legal content on regional government will be explored. Besides, the local effects caused by regional government will be explained as well.
